Nat Tupper

Welcome the Maine Town and City Management Association Website.

This website is developed and maintained by and for the members of MTCMA; a convenient location to:

  • Find contact information for fellow managers and to network on challenges and opportunities in Maine municipal government.
  • Check schedules and register for training programs and conferences sponsored or co-sponsored by MTCMA.
  • Download policies and ordinances from other communities sorted by subject matter.
  • Get forms and information on how to become a Certified Maine Town or City Manager- or to get recertified.
  • Find links to other professional associations including the International City/County Management Association (ICMA) of which MTCMA is an affiliate.
  • Check the MTCMA Code of Ethics and other published materials
  • Get meeting schedules, agendas and minutes of MTCMA Boards and Committees as well as sub-State regional groups.
  • Check out vendors and sponsors who advertise on this website and provide critical services to Maine town and city governments…be sure to include them in your vendor searches and RFP solicitations.

MTCMA members are encouraged to suggest new or expanded uses of the website and to regularly submit materials, ordinances, articles, and links for their colleagues around Maine to share.   Please let us know how the website can serve you better or submit materials to our “web master”, Stu Marckoon at rabbitrunsbs@roadrunner.com.

The 2007/2008 term kicked off beautifully with the annual New England Management Institute at the Atlantic Oakes in Bar Harbor on August 29-31, 2007.  Congratulations to the award winners- Marjorie Stratton (Rookie of the Year), Dick Davis (Leadership Award), and Bill Bridgeo (the Linc Stackpole Award).  These are three very deserving and meaningful honors awarded issued annually by MTCMA and this year's awardees are very special not only to their communities but also to the Maine Town and City Management Association.

We are looking forward to another great year with training opportunities, conferences, and networking.  The MTCMA Executive Board will continue to refine and promote the Manager Certification program.  The Board will also be appointing a work group to review and recommend procedures for MTCMA to participate in the policy and leadership development of ICMA and promoting membership and participation in ICMA and bringing the benefits of ICMA to Maine managers who are not ICMA members.  If you would like to be involved in that work group, please contact me or any member of the Board of Directors.

The Listserv continues to be the most active and popular means of participating in MTCMA, with members sharing questions, information, alerts, humor, support and encouragement instantly by an email distribution system.  It's a great way to stay in touch, share experiences, and find out what or how other managers or communities are dealing with issues.  If you are not currently on the Listserv list  (sorry MTCMA members only) and want to be, contact Joan Kiszely at MMA (1-800-452-8786).  Or if you want to come off the Listserv or change your email address, just let Joan know.

The Executive Committee will meet in Augusta during the MMA Conference October 3, 2007.  At that time we will begin the work of making the plans and goals for the Association for the next year.  Please feel free to join us or submit suggestions and requests.

Allow me to close with a word of thanks, warm wishes, and great admiration for our immediate Past President, Ruth Marden of Jay.  Ruth did  wonderful job leading the Association and last year and has earned our greatest respect and gratitude for a job well done.

Respectfully,

Nathaniel J. Tupper, President MTCMA

Town Manager, Yarmouth Maine
